Why does the federal government get to keep all profits when it drills for oil 3 miles from U.S.A. shorelines?

by not sharing with the state with the shoreline. Also, how do we keep track of our monies we have coming in and where it is it going? I say we because doesn't the federal government work for the people too?Why does the federal government get to keep all profits when it drills for oil 3 miles from U.S.A. shorelines?
The U.S. Government does not drill for oil. They sell the rights to the oil companies. Beyond the 3 mile limit, you are in the territorial waters of the U.S.A. but the distance is not unlimited, then you get into international waters.

This is my help from Washington, D.C. USA.Why does the federal government get to keep all profits when it drills for oil 3 miles from U.S.A. shorelines?
The government drills for oil now? Which country do you live in? Venezuela?
Your premise of the ';we'; is wrong! The ';we'; is not 'you' or 'me', the ';we'; is the American Public in general, not any one person specifically.
Governemnts routinely claim a 50 mile boundry from their coastlines.
