It was passed, but only by the Dem's. Some Dems and all the Republicans voted against it because it was a sham. The provision would about drilling on the east and west coast greater that 50 miles from the coast and only with permission from the state. Now 90% of the Oil that is out there is less than 50 Miles. It is just a way they can say, ';See we voted for drilling and the Republican voted against it';. Just a Political stunt. GO FIGURE, MORE DO NOTHING POLITICS FROM THE DO NOTHING CONGRESS that promised to fix things, but only made it worse.
