Believe it or not the depth of the water doesn't add that much time to the total time it takes to drill a well. What matter is how much sediment are you doing to drill through? I just finished a well to 27000' in 3800' of water and it took about 135 daysHow long does it take to drill an undersea 'Wildcat' Oil well?
Months at a minimum - especially if you count the geological surveys needed to support drilling and give information on how deep the drilling has to go so the amount of equipment needed can be estimated and the cost figured out. A drilling rig has to be leased and moved into position and then the drilling rate will depend on the rock characteristics at the site. Weather may halt drilling for a while. These days, once a rig is set up, more than one well is drilled to cover different strata.
